The Isle of Beauty remains a top destination for summer vacationers traveling with their pets. In 2026, the Corsican coastline attracts many pet owners eager to share the joys of the sea with their four-legged companions. However, the increase in tourist traffic requires strict management of the beaches, governed by very specific legal guidelines.

It’s important to know that the municipalities on the island are enforcing increasingly strict restrictions on dogs on the beach. To ensure you have a peaceful stay, please comply with the prefectural ordinances and municipal regulations specific to each coastal resort. Therefore, whether dogs are allowed in the water is largely dependent on the time of year and the type of beach you choose.

These rules are based primarily on the protection of natural ecosystems and public safety. Corsica thus strikes a balance between a high degree of tolerance in its wildest areas and strict prohibitions in urbanized beach areas. This guide will provide you with a comprehensive overview of the regulations in effect in 2026. It will help you plan your seaside activities in full compliance with federal law.

The Overall Legal Framework Governing Dog Access to the Island’s Coastline

The regulations governing pets in public maritime areas are based on the General Code of local authorities. On the island of Corsica, this administrative authority rests with the mayors, who decide whether to allow or prohibit dogs on the beach.

It is important to note that specific municipal ordinances are enacted as soon as the summer season. As a general rule, these regulations are made known to beachgoers through signs posted at the main entrances to supervised beaches.

Any violation of these provisions subjects the offender to fixed fines , which were adjusted at the start of the year. Nevertheless, the municipality is required to justify its decision based on public health or public peace and quiet for users.

The Authority of Mayors and Beach Patrols

Attitudes toward pets on the coast vary greatly from one municipality to another, particularly in Porto-Vecchio to Île-Rousse, generally depending on tourist traffic.

Municipalities cite safety concerns to restrict dogs’ access to supervised swimming areas. During the 2026, park rangers and the maritime police will step up their patrols to ensure peaceful coexistence among vacationers.

Please also be aware that signage near beaches is legally binding: the presence of a sign is sufficient to justify issuing a citation for the violation. Therefore, it is strongly recommended that you check the municipality’s website before let your dog off the leash, as ignorance of local regulations does not justify the cancellation of a ticket.

Legal Exceptions for Service Dogs

An absolute legal exemption guarantees permanent and universal access to a specific category of animals. In fact, guide dogs for the blind as well as service dogs for people with disabilities enjoy this right of full access.

This national regulation applies to the entire Corsican coastline, rendering any municipal or departmental ordinance that contradicts it. These animals, in fact, perform a public service that is essential to their owners’ independence.

To qualify, the animal must be identified by its official harness or the owner’s disability card. In return, the owner must demonstrate exemplary is expected from the pair on the beaches.

It is required that the service dog must not, under any circumstances, disturb public order or interfere with lifeguards on duty at their observation towers. This regulation is, in fact, being fully enforced by the island’s tourism professionals this season.

Beaches Where Dogs Are Allowed in Upper Corsica

Upper Corsica offers breathtaking landscapes where untamed nature often dominates coastal development. This geographical layout is ideal for pet owners seeking wide-open spaces. Note that the department’s eastern coast features long stretches of fine sand where a relaxed attitude is the norm.

Believe it or not, in Cap Corse, the pebble coves often escape strict restrictions because they’re much less crowded than the major resorts in the south. That said, following the cleanup guidelines remains an absolute must for keeping these open to dogs.

The Eastern Coast and Cap Corse: Bastions of Tolerance

In 2026, the Eastern Plain and the Costa Serena will prove particularly welcoming to pet owners. There, large, unsupervised areas are available for walking your dog without risking administrative penalties.

This is the case in Aleria and Ghisonaccia, where dogs are allowed access to the coastline, provided they stay away from vacation resorts. Near Cap Corse, the pebble beaches of Pietracorbara or Nonza are also dog-friendly, provided that dogs are kept on a leash.

In addition, there are some great options along the department’s western coast. In the heart of the Gulf of Saint-Florent, enthusiastic hikers and their four-legged companions can reach the unspoiled areas of the Agriates Desert via hiking trails or by boat.

One example that comes to mind is the famous Saleccia Beach, although restrictions are in place near the campsites. It is up to each individual to act responsibly in order to preserve the beauty of these exceptional sites.

Balagne and the Bastia region: stricter regulations

Unlike more remote areas, the major urban centers of Haute-Corse impose significantly stricter restrictions on our four-legged companions. This is the case in Bastia, where Arinella Beach is governed by a strict municipal ordinance that prohibits dogs from entering during the entire summer season.

In the Balagne region, the seaside resorts of Calvi and Île-Rousse also prohibit dogs on their main Blue Flag-certified beaches. The high concentration of vacationers on these stretches of fine sand makes it difficult to maintain impeccable hygiene. However, there are still alternatives available for dog owners:
